Self employed carer not being paid

looking for a bit of advice here as I feel that I am banging my head against a brick wall!!
I work as a self employed Personal Assistant to people who suffer with a mental health disability.
Each person has been allocated a personal budget from the local council, which enables each individual to pay for my services.
However I have one person whose personal budget has been in the process of being renewed for the last four months and I have now been told that there is insufficient funds to pay me.
I have spoken to a Social Worker who is the care co-ordinator for the person and they are supposedly sorting this out, but I have now been waiting 3 weeks and as far as I can see the Social Worker is doing nothing to sort out the problem.
I spoke with the Social Worker today and told him that I could not continue to work like this and that if I do not receive any money by Friday then I would be suspending my care to this lady.
My hope is that this will force the SW to sort it out, but my other concern is that this person requires a visit every day and If I stop going into this person could I be held responsible if something was to happen?
I feel as though I am in a moral dilemma, but don't know what else to do and any suggestions would be welcome.

sad to hear it, but if not gettng paid, I would give notice to the SW and council, then walk away if not paid in say a week.
they cant expect you to give care for nothing.Long time away from MSE, been dealing real life stuff..

When you are Self Employed, you stop immediately the money stops getting paid.
It is Dog eat Dog, you can not become attached to anyone, you are running a business.
Allowing it to carry on 4 months is going to see your income seriously down.
In future as soon as any payment stops, look for other clients to make up the shortfall.Be happy...;)0
