Question regarding hosting competitions...

Hi guys, I was wondering if ANYONE knows the answer to this because I am stumped and can't find any info online.

A friend of mine has recently hosted a competition on her blog, winners have been picked and contacted. Well, the PR she was running it with are being a pain. Both winners are claiming they don't have their prize yet (its been a while) but the PR say they have been sent. But can't give any details.

I know that if a blogger runs a competition it is their responsibility to provide the winner(s) with a prize - whether that be the same or equivalent.

But does the blogger have any rights? I can't find anything online and she doesn't know what to do. I'm hoping someone on here knows the answer....
