I says something like

I applied on 1st January for the role of XXXXXX and I am hoping you have had the chance to consider my application.

Would it be at all possible to find out if I have made the short list or if any feedback is available.

You could say you are still very interested in the role and would like to become part of their team etc or grovel as much as you seem fitting

Speaking to the appropriate person is best, phone them and ask for an update on your application. If you get a receptionist etc, ask for the person who is making the decision and if you can't speak to them take their details and ask when they'll be free to update you. Follow up the call.
