Care Home Costs.

I wonder if anyone could help me?
My grandmother passed away in March 2011 aged 91 after spending approx. 8 years in a care home. In September 2012 my mother (who was the executor of my grandmothers will) submitted a claim to the health authority for backdated care costs etc.
My mother was told that the claim would be dealt with but could take several months as there was a large backlog of claims.
This claim was largely forgotten about as, sadly, my mother passed away in June last year.
A letter arrived this week addressed to my mother, which my father opened, and is saying that the claim has passed the first screening process, but as 12 months have elapsed since the original forms giving permission to access medical records were signed, these will have to be signed again.
Obviously this cannot happen, so, my question is, can anyone else pursue this claim, or is it best to just let it go?
