Originally in UK english, collectable was an adjective and collectible was a noun. US english predominantly uses "ible" for both. There is much variation nowadays from this strict original rule. Household waste or a debt is collectable, but a rare stamp is a collectible, and a ming vase is a collectible (note the indefinite article "a" in use with "collectible").
The poster on Deany's also has COLLECTIBLE as the answer.
