    When I worked in Client Services/NCT I used Standing Order a few times. It might not be a preferred method of payment, but I'd never have refused an NRP who wanted to make a payment, providing they were willing to make that initial payment as a card payment over the phone, to prevent arrears from building up.
    Standing Order is the default method of payment if an NRP is being non-compliant on the new 2012 scheme.

    (Just to clarify, I worked in Client Services about 4 years ago, and NCT about 3 years ago)
