Want to progress

Hi all,
Looking for some advice on how to approach advancing in my current role. I have worked in customer services for at least 10 years and have never progressed beyond an entry level position due to periods of absence for maternity leave and I also had a tendancy to jump ship when I got bored.
So with my current employer I have been here for 1 year, have returned after being off for maternity (for the last time) and want to start taking steps to get progression. My manager has just changed as well so I took my 1-2-1 review as an opportunity to outline my goals. She seemed supportive and agreed she would help where she can. On paper it all looks good but in reality I dont see her being much help.
I lost my voice over the weekend and as a result couldnt carry out my intended duties but since I wasnt unwell so went to work anyway. They had to give me training in a section of business i wanted into so I had work to do but since the business changes from weekend to a monday where there is "normal" teams to carry out the work I had been doing my manager was trying to get me to go home cause she didnt want me doing these same duties as I had been. I refused to go and was placed within this team doing what I had been. Then yesterday (my manager wasnt in) my voice returned I resumed my normal duties and I was asked if I would go support this team by the resources dept and I said yes. They even said that i could go back there more frequently during the week when I work as there is so much to be done there.
So from this I can only take that my manager will hinder me progressing despite her statement of helping. So how do I progress when everything I do has to go through her in the first instance?
I dont want to leave as this wont help but starting to feel that I may have no choice and see me still doing the same thing and being in the same position at the end of this year when I dont want to be....
