Looks like it's a combination "download our app" and "collect points to enter" contest. Going on the date of the instagram photo, this may be closed/closing today

3.1 says you can enter (I assume this is one entry) by dowloading and installing a shopping app

3.2 says that if you use the app to collect points, you can trade points for entries.
