As I've checked through-out the time on Swagbucks, it does indeed average at 10%.
So I do think that the 10% does refer to the average rather than the definite.

If anyone wants to check the averages, click on the tiny orange calendar above the large green daily total and you can click on the individual days to see what you earnt, what the targets were etc.
Much easier than going through the ledger and inputting ranges.

i've checked them into october and none of my 2nd target bonuses go past 10%, therefore there is NO WAY they would average 10% with several days considerably below it
