    No. See mjm3346's post regarding Completion Notices.

    There are only 28 days in which to object to a Completion Notice, so if the owner or builder did not object in time, CT would be payable from the date on the CN, even if the house was still incomplete.

    My understanding is that should the property burn to the ground between exchange and completion, then the purchaser is responsible and still has to proceed to completion, or forfeit their deposit or even face action for breach of contract. They or their insurers bear the rebuilding cost-not the vendor. Even though the vendor was still the occupier.

    Only on completion is the money exchanged (less amount of deposit)
    and the house belongs to the purchaser.

    In order to roughly work out what the council tax will be (Always handy) I would look at similar properties nearby (similar price, similar no of bedrooms, perhaps on a slightly older development) and look them up on the VOA agency website to see what band they are. I'd then look on your councils website to see how much a band C or D or whatever it is, is.
    I know it's never nice to get a big big (especially council tax) and it pays to be able to try and put the correct amount aside.
    Appologies if I'm saying the obvious and you'd already done all of that :)
