Fly over lanes would be perfect for cycle lanes. It would be more safe than ground lanes.

In what context? At major junctions and roundabouts I tend to agree as it can give cyclists an unimpeded journey where the highest level danger is present, but in general there's no reason why ground level can't be perfectly safe if designed and built properly. 100% of journeys will need to be at ground level at some point, so the most convenient level is the ground.
    It's only numbers.

I'd also build cross country cycle paths between towns/business parks/rail stations etc for commuters.

I concur. The maintenance track alongside the Cambridgeshire Guided Busway is a good example, and has encouraged me to commute to work by bike occasionally (and now I've persuaded my employer to provide lockers, I'm hoping to do it more often). Generally 4m wide and with a high quality surface (although it is unfortunately starting to crack in places). Maintenance could be a bit better in autumn, and a section floods in winter, but it shows what can be achieved.

And this sentence alone sums up for me exactly what the problem with cycling is.

I don't think anyone who regularly cycles can claim that you need some think tank of Einstein's to make cycling safe and easy. All you need is a bit of common sense and a somewhat reasonable budget.

Despite that it seems all of those in the positions of power to make those decisions don't seem to have any common sense!

I could do Andrew Gilligans job in my sleep as I'm sure many regular cyclists could yet him and Boris don't really seem to have a clue!
