CTax rebanding -home built after 1991

Hi, Just discovered my property has been rebanded (didn't think they could do that half way through a tax period). Am trying to investigate if its worth persuing. It's a block of flats and all neighbours have been rebanded also. How can you determine the value of your property if it didn't exist in 1991 ?
Are there any lengths councils wont stoop to to exhort money from honest hard-working people ?? Are there any other "tricks" they have been resorting to lately that I should be aware of ?

    Yes. You should be aware that it is not your council that deals with CT banding, that is the job of the Valuation Office Agency(part of HMRC) (Eng and Wales) or the Assessor (Scot).

    Increasing or reducing a CT band can be done at any time, but there must have been a good reason for increasing the bands of a block of flats.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
