    Because with a good joint income, you can afford in London's commuter towns.

    I think you probably mean you can never afford the type/location of house you would like.

    This has always been the case for first time buyers. You have to buy something somewhere, and then trade up over time. Simple. Unless your joint income is not "good" [whatever that means.

    Even if you could control economic activity in London it won't happen as self interest will put a block on any attempts. It's where power and money has been centralised and I can't see the Government/civil servants/bankers wanting to share out to other regions.
