Help with broker problems?????

Hi there, i hope that someone can help me clear up a couple of things.
I approached an independent mortgage advisor to get a mortgage, he insisted on me paying £600 mortgage valuation fees up front, calling us every other day for the money, as soon as i payed him we never heard from him for the next four weeks.
i kept calling and he kept promising that he would get us a mortgage but after five weeks still nothing.
After that we decided to go elsewhere and i asked for my £600 pounds back, now he is saying he will be taking his fees from this money even though he never got us a mortgage, at the begining i asked for a reciept for any money that i paid him, and the reciept stated that the money was for mortgage valuation fees only, and since no valuation took place i dont see how he can take fees for something i didnt get.
I recieved key facts for a couple of mortgages and on both of these it states that they would not be charging me a fee but would get their money from the mortgage company that privided the loan.
At no point were fees discussed with me and at no point did i recieve any paperwork stating that he would be charging me any fees.
I hope that someone out there can help me with this as i am starting to get frustrated as he has completely wasted my time for the last five weeks and i am getting no-where fast.
Many thanks in advance...

If you have not signed a fee agreemnt, and have not been issued an Initial Disclosure Document (or Key Facts document) disclosing they are going to charge you a fee the you have every right in reclaiming the money back
I would suggest putting that to them.
If they still insist, put a letter of the complaint to their compliance officer.
As a last resort, put your complaint in writing to the FSA
I would hope that you would get the fees back at the first attempt, but those are the avenues you should look going down
