Who's ultimately responsible when a win is late ?
The publisher (Newspaper/Magazine) or the prize provider?
I guess the publisher doesn't want to rock the boat as they get said money for publishing and the prize provider has already had all the glory, so what do they care.

Whoever is running/ran the competition which in some cases will also be the prize provider.0

Might fall under this part of the CAP codeFundamentally, promoters are responsible for all aspects and all stages of their promotions (which includes ensuring agencies, intermediaries and staff are able to deliver on the promotion) and must avoid causing unnecessary disappointment (Rules 8.1, 8.2 and 8.14).

My question is: why does it take so long for some promoters to send out prizes? In a few cases months have passed before you get your prize, and that is often after several gentle reminders. I can't understand why the promoters don't have the prizes ready when they actually publish the competition.
I’m with you on this. It’s really disgraceful when winners are still waiting for their prizes months after a win and the CAP code does cover managing consumer expectations. It’s not always possible to have the prizes in place when a promotion goes live. Promoters often want to make their newest product available as prizes and sometimes there can be unexpected issues with the production or stock. If there is a legitimate delay then the promoter should at least keep you updated, without you having to chase for details.0
