Council tax order with no notice!

Good evening!
Received a slightly surprising email this afternoon, that I wanted to get a little bit of advice on. The email was from the council of the town that I used to live in. The email stated that a court order had been sought due to non-payment and that I should pay £157 immediately to stop any further costs being added.
I scoured my statements as i was sure I'd paid the lot before moving (12/04/2013). Unfortunately I had found an email with an invoice for £44 which covered 01/04/13-12/04/13. I had clearly over looked it and not paid, completely own up!
However, my complaint is that I now have to pay £58 for a summons that was never sent to me, and £55 for a liability order that I knew nothing about. It says on the council website that you should receive a Final notice/reminder if you fail to pay, didn't receive that either. Surely, considering they knew I'd left the property, they wouldnt be able to send letters there and assume I'd get them??
Where do I stand?? Is it a matter of pay and shut up??

the council is allowed to use the last known address. This may well be your ex address, it is not their responsibility if your mail forwarding did not work as once they have addressed and posted the letter then legally speaking, you have been notified, even if you never received it.
your dilemma comes up on these boards at least once per week. Appeals rarely work, and it is best to pay up before costs escalate.
