Credit and debit card fees suggestion

How about a campaign for actually enforcing the rules on credit and debit card charges in smaller businesses?
They're getting picked up when it's Ryanair or big companies but many bars cafes small shops etc still charge extortionate about to pay on card.
I don't think it's unreasonable to setup a place where customers can report companies to their enforcement authorities where they:
I don't see how this is fair. If their banks are charging more than this they are being ripped off. If they aren't, then the businesses are ripping us off.
For anyone running a small business paying more than this in fees... There are lots of other cheaper options out there Eg. PayPal Here - £99 1 off and £2.75% per transaction.

- set minimum charges (£5 or £10 usually)
- charge more than 3% on transactions

I think it is perfectly reasonable for a retailer to specify a minimum purchase value, below which he is not prepared to accept payment by card.
After all, the retailer is generally free to choose who he does business with.
