Hi I got issued a parking charge notice by UKPC at the metrocentre on the 12/3/2012. I recieved loads of letters asking for money. I ignored all the letters and did not pay as I know they have no legal right to demand money off me. The threat letters stopped around the begining of 2013 and I thought that was it, until yesterday I recivied a letter from a debt collecter saying if I don't pay within 14 days it will be passed over to a solicitor for legal action. Anybody out there who can help.

This is pre protection of freedoms act ticket, only the driver could be liable, if they don't know who that is they are !!!!!!ed. Ukpc will not be going to court over this, they never do court ever! And the debt collectors are just powerless vermin, ignore them unless you get a letter before claim, that will not happen IMOWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

UKPC are doing a mailshot of old cases at the moment to try and scare people into paying.
Do they mention the Protection of Freedoms Act (POFA) 2012 in their latest letter?0 -
Seen a few of these over the last week. Maybe they think UKPC have given up on them and now fancy collecting anything they can for themselves. A ethical company like DRP wouldn't do that would they?0

Fair point - it might be DRP off their own backs doing this rather than UKPC being involved. I'd still be interested in hearing if POFA is mentioned in the letters though.0

In the 'Newbies read this first!' sticky thread at the top of the forum, I have just edited the 'DC - debt collector' advice a little, to include a link to the Parking Prankster's current blog about UKPC threatening JPC Law. I too agree with Prankster. However, I also would say that someone really should inform the poor misguided Matthew Brandis, Partner at BP Collins that their client UKPC apparently doesn't value their daily phone calls anymore as they've already used JMW solicitors also.

Sorry can't say where I got the ticket incase anybody from that company reads these threads. Also it does not mention Protection of Freedoms Act (POFA) 2012 in their latest letter.0

I had a similar experience in a car park at the metro centre in the summer of 2012 and I too have had a letter recently after hearing nothing for months and months.
I wasn't in the red parking area.Thrifty Till 50 Then Spend Till the End

If you have been ignoring until now then my suggestion is that you continue to do so unless or until you receive a Letter Before County Court Claim / Letter Before Action.
We have yet to see a LBCCC/LBA that has complied with the Civil Procedure Rules requirements and it is reasonable to conclude that UKPC's is unlikely to comply either. Should you receive one then that is the time to come back here for further guidance in how to deal with it (by replying to it - we can guide you on what to write).
Do keep in mind at all times that these letters will be a punt and as UKPC are unlikely to have evidence of who the driver is they will almost certainly be relying on the presumption that in [many cases] the registered keeper was the driver. Do not give them any information that will help them prove their case.
Also don't get sucked in about "the law changing on 1 October 2012". The law may have changed but if your PCN was issued before that date then it is completely irrelevant.
As an aside - about the issue of BP Collins/JMW Solicitors - it is quite normal to spread your debt "portfolio" across a variety of collectors. The fact that we may have letters from two solicitors is not necessarily indicative of anything noteworthy or sinister.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
