canvas not stretched to frame…can i complain?

Hi guys, sorry if this in the wrong section, but not really sure where to post. I bought a deal 2 weeks ago through a company called hellou for a canvas for £1. i used the deal, only to find out another £5 was added on for p+p, but, fair enough, i should of looked at the t's and c's closer. Anyway, i ordered the canvas, and it took them till today to deliver it. I receive it today, and the canvas hasn't been stretched to the frame? should i have expected it to be? all the other canvasses i own are stretched to their frames, and this one is loose in the middle…should i complain? Its a christmas gift for my sister, and i would rather a refund of the money i've spent if it will take more than two weeks to deliver, as i won't be able to give it to her..
Any help is greatly appreciated!
