lol, think they have mis printed, on the actual previous screen to the game it says best time lap wins, I think they have just copied the terms and conditions from a previous competition and not realised lol

Why would you think it's fixed messia? I play this daily, and although at first thought those top scores were impossible, have been getting closer and closer and am now at 9th place. Granted I'm still just over a second away friom 1st place, but it is only a second. Just need the perfect run!
