AFAIK Unless the T&Cs specifically say "this place only", its open to everyone like the other London comps are.
Only other thing to watch out for is whether they will post you your prize or its collect in person (e.g. concert tickets), in which case, you'd need to factor in travel/ accomodation. Don't think that applies here. But i can recall at least one MSEr who collected a CD for another MSEr & sent on.
