Hi,
If my employer can't pay the redundancy payment due will the government pay out exactly the same figure that the employer should have paid?

Assuming that the business has actually called in the insolvency service, then I think they'll only pay out the statutory minimum - plus any outstanding pay, holiday pay, payment in lieu of notice etc (up to a maximum value per week)
