    Was he "self employed"?
Look up: Employed or Self Employed on the HMR&C web site.

    Hello

Assuming it is concerning the current tax year (this April to next March), is your son's income before tax from that freelance work, job(s) and (if applicable) JSA, from the whole tax year, likely to be more than £9440?

If the answer is no, then you may need to look into carrying losses to previous year or future year. But I am no expert on this.

If he can still increase his earnings maybe from a PT job so that he becomes a tax-payer, to absorb some or all of his expenses, claiming them this year may be the easiest.

Lastly, if your son did register his self employment, he still needs to submit his tax return for the same tax year by its due dates which are at the end of Oct for paper returns and at the end of the following Jan for online returns. On that return, apart from declaring whatever applicable to him such as employment income and tax, he must also include the cessation date for the freelance work. There is a box for this on the self-employment page. Failing to declare the date, he may be asked to submit more tax returns in the future.
