Failed Direct Debit Charges - The Law?

Hello,
I have recently had 2 failed direct debit charges from 2 different organisations.
(not a bank which authorises the payment but the company who collect the payment)
One has charged £25 and the other £20.
I can't see how they incur charges from their bank as they state and if so I don't
believe the charges reflects the true cost to them for a failed direct debit.
My question is: 1, Is this lawful?
2, Is there a maximum they can charge?
