Can't drag and drop, can't use smileys - help?

So today, as well as my nice, comfy keyboard suddenly stopping working, I find I cannot longer drag and drop links into a new tab - I get a black circle with a line through it.

Nor can I use the smileys provided by MSE - nothing happens when I click on them (insert angry face here............ because I can't)

It seems to be working fine in Chrome but not in Internet Explorer so I have no idea if there is a problem with Windows, my PC or the forum itself.

Apart from simply using Chrome all the time - can any techy peeps give me an idea of what's going on?

I haven't been able to insert smilies either, since I upgraded to IE11 a couple of weeks ago. Plus a few other formatting things don't work either. If it's really necessary I'll go to Chrome, other than that I just do without the smilies etc!
