I registerd self employed, as a second income, to sell apps in the Android Play Store.

For every app that is sold with the store, Google charge 30% of the cost of the app in fees. Is that 30% fee deductible in my tax return along with any other transaction fees?

You pay tax on your profit.
Profit is income less the cost of obtaining that income.
