CSA stopped?

My ex started working 5 months ago after 7 years of never paying a penny for our daughter, when he started working we both agreed the £25 a week would be fine for him to pay, in 5 months ive only had £150 off him. I've tried asking nicely, and he just ignores my texts and calls. If he does text me back he completely avoids the subject. I don't physically see him as my mum drops my daughter to his place (he lives with his parents) and I was just looking at the CSA website, who estimated id get £30 a week, if hes on minimum wage, but it says "From 25 November 2013, the Child Support Agency (CSA) no longer takes on new cases but still handles existing cases." so are they no longer taking on new cases at all? where can I go from here?

The Child Support Agency has now been replaced by the Child Maintenance Service so you can apply to them. Link to gov.uk:
