Council Tax Banding refund

Hi,
I live in North Wales, and had my council band reduced from a D to C . When I contacting Conwy County Borough Council to get a refund on over-payments for many years,I was refused saying this only applied to England and Scotland. Does anyone know why this is the case?
Surely this is discrimination?? Why does this not apply to Wales and does anyone know if there is going to be any changes to the law that would allow people who have over paid to reclaim their money back? I have been over charged on council tax,simple,and I want my money back.Please help.Thank You:tongue::

    The current Welsh Valuation List came into force on 1 Apr 2005, the Eng and Scot are both 1 Apr 1993. So if you were trying to get a refund for payments pre 1 Apr 2005, then they are correct.

    I am certain there have been previous posts from Welsh CT payers, who have been refunded on payments after 1 Apr 2005. If I get time I'll look up the legislation.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    As far as I'm aware any reduction is limited to the life of the current list therefore the furthest back any band change would be given would be to the start of the current list in April 2005.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
