I don't want to encourage everyone to get more paranoid than the realisation that all our emails could be read by the agencies of (foreign) governments and all our mobile phone telephone calls are being recorded together with our movements as tracked by the phone, is already making them.
However if you have watched any episodes of "Saints and Scroungers" (BBC TV) you will know that there is a massive data matching exercise going on between government departments. If you want to test the system and claim a little victory for freedom just fill in the form and explain that your lodger Mr Holmes has moved to 221B Baker St, London NW1 6XE.

That should test the clerk and see if he is earning his salary paid by your council tax.

Won't risk it. The form says that I am signing to confirm that it is a correct address. If not I am at risk of prosecution.
