Having read a Newspaper article Sensemaya posted, written by the BBC, I am interested to note that it says the 'new' sytem will be introduced next year (paper dated 2007).
Is this the case, and what will this do? Will this mean PWC/NRP's will be assessed on either 1, 2 or 3... or does this mean that everyone will be moved onto CSA3?

Don't believe it. The law may be passed this parliamentary session and become law next year but not much else will happen for ages. To get a new system to work will take (imo) several years, and that's before they think of transferring anything over. The government has mentioned completion by 2013 so it's a long wait I think.
Remember, the law bringing CS2 into effect was passed in 2000 but CS2 didn't start until 2003 and that was only for new cases. Block transfer was promised but formally abandoned at the turn of the year when it was clear that it was never going to work. CSA to C-MESS my be easier because rather than move cases, it looks like they'll close old cases and start all over again but think of the admin involved in that. Just collecting a whole new set of information and then typing it all in could take years.
All I'm saying is, don't get your hopes up too much. I genuinely believe that unless the government changes the way it operates, C-MESS will be as big a turkey as the CSA.Information is not knowledge.
Knowledge is not wisdom.
Wisdom is not truth.
Truth is not beauty.
Beauty is not love.
Love is not music.

Very valid points raised here, and very true indeed.
Imagine, it takes them 6 weeks to type ONE persons details into the computer... Lord only knows how long it's going to take to type in 100'000!!!0 -

Your title 123 reminded me of that song with the lyrics:
A B C
It's easy as, 1 2 3
As simple as, do re mi
Not for the CSA, it ain't!
