Partner unpaid from previous job, help?

The company in question is called 'Freedom Choice', a mobile care agency based in Cardiff.
Basically my partner worked there for two and a half months, and quit due to the ridiculous hours and the way they organised there wages, fuel payments etc, at the end of it all she realised she was working 12 hour days and receiving almost half of what she would earn in a normal job on minimal wage after expenses.
When she started it took around a month before she could actually work as this was the 'training' period. She has all the revelent qualifications from a previous job so was told she didn't need to redo it. She did go in once to watch a 3 hour video on manual handling which was compulsory.
Now in the contract, it states if you leave within the 12 week probationary period they can reclaim the training charges from the wage.
Now her first paycheck which she received just after her final working date, which was late, she was docked around £300 for 'training'. They still owed 2-3 weeks pay for the next paycheck.
When the next payday came we noticed we hadn't received anything, we called and they basically refused to pay her on account of them docking training and uniform charges (there was no official uniform, just a pinny that was returned). They were quite abusive when she pushed them for details, resulting in her crying and them hanging up.
This was about 4 weeks ago, we have rung most days trying to speak to management who keep referring us to the wages department, who are never in. They take messages and never return them, they even told us to stop being a nuisance by ringing all the time and to ring on a Monday or Wednesday when the wages department are in! Once again when we ring on said days there never there, or in an 'important meeting' and are unable to return the call that day.
They also refuse to provide either payslips, an invoice for the training or timesheets to prove hours worked.
This is a little daunting as ive never faced a situation like this, we have been very carefull not to get abusive or admit fault as im guessing we will have to take legal action further down the line.
Should I send them a letter and email along the lines of 'you must provide a payslip, an invoice and timesheets by law, failure to respond to either message will result in further legal action'?
Any help would be appreciated, if specific details are needed im happy to dig out the contract or find exact numbers/dates.
