Council subsidised art supplies.

I'm sure I read on here once that there are council run art supply shops that are subsidised where you pay a membership fee and then can buy very cheap art supplies, bug I can't remember the name! I've searched high and low online bug wondered if anyone could please help me to find them. Many thanks.

OP, you mean a resource centre.
With the local government cuts, most of them have closed, and those left open are only available to a select few - specialist projects aimed at either children or vulnerable people, voluntary groups who work with those groups, and council employees who have a use for it (such as social workers, teachers, play workers etc). My local one has stopped childminders using it, and it is due for closure in 4 months.
Unless you open up a youth club which is recognised by the local council, its unlikely you will be able to get near one.0 -
