Do Council's Blacklist tenants

Had a distressing conversation with a person over the weekend, I was told that councils blacklist tenants that complain about them. I know councils are the biggest landlord but I never heard of black listing and wounder now if there is any truth in it.
Anyone know about black listing in councils please.:T

Nope. They do, however, share information on prospective tenants with other councils - but only in respect of rent arrears or anti social behaviour. A complaint to the council is unlikely to stir much interest.0

2nd link is a 3+ year old article by the daily mail about councils keeping lists of people who are a potential threat to staff, nothing particularly to do with tenants or tenancies or even actually black listing anyone0 -

OK, I read the articles quickly and as you said first one is going through parliament now to give council more powers.
The second article dated 2011 and the lady concern was targeting for making a complaint. Hopefully, I have not misread it again.0
