Demand for payment of parking fine.

Following an Unfair Parking Charge Notice I reported here on 07/08/2013, my friend and I have both received a Demand for Payment letter from a Debt Recovery agent, to be paid by 25/11/2013 to the Debt Recovery agent, if not the letters state they will recommend to the creditors solicitor that court action should be taken to recover the fines. We did pay a visit to the owner of the premises, but he was not interested in our complaint, he said it was out of his hands ! Any advice would be welcome, thanks.
