zero hour contract

My daughter currently works on a zero hour contract and has done for a while. In August this year she was told that when she returned from her holiday in September that she was going to be offered a 16 hour contract.
As yet she has heard nothing and when she asked about it she was told that employment laws had changed and she could no longer have the 16 hours she was promised.
She did make her employer aware that only a few months earlier another employee also on zero hours was offered and accepted a 20 hour contract.
Does anyone know what the law is regarding a zero hour contract being replaced with a 16 hour one and can it actually be done or are they just giving her a load of b***.

Sounds like a load of bull so they don't have to commit to 16 hrs.Be Alert..........Britain needs lerts.0

how many hours does she normally work?
if more than 16 stick with the zero hours it accrues holiday on all hours, a 16hr could be limited to 16hr holiday accrual.0
