Annualised hours issues

Hi all,
I would be grateful of some advice re the above subject.
The hourly paid staff where I work were recently put on annualised hour contract (1st October) where one works extra hours over and above contracted hours at busy time of year and received time off (not overtime !) at quieter times.
We have always been paid from the 18th of the month until the 17th and this is where the problem has occured. A significant number of employees noticed wages to be lower than usual in October. This was noted to HR who replied stating pay was from 18th September until 30th, but instead of being paid from 1st October until 17th (stated in our new contract) they decided to half the month therefore only paying until 15th. So anyone working 16th and 17th of October didnt receive payment for it.
Could anyone clarify if this is standard practice ?

This means they have changed the pay period you should have been given notice of this happening.
those days should be included in the next period 16th->15th0 -
Thanks for replying, sorry for late response, Ive been away for a couple of days.
I agree with first part of answer but as the pay is now annual hours divided by 12 I cant see where the two lost days are retrieved? The only reason I see for pay dept changing the cut off day is to save a small fortune ?
