Whereas I can afford to leave one 25pence photoresistor and a couple of bits of plastic pipe outdoors all the time (and the other £20 worth is safely indoors).
My more recent attempt includes a very cheap USB webcam, pointed at the meter, with some very simple software that picks up the flashes and times between them.
This involved literally no construction.
(and yes, I have the required electronic components to do it the other way - this was way easier though)
I should probably note that my meter is indoors too - which makes the phone solution rather easier.0 -

Ours is outdoors - 25 metres away from house.
