Lenders with no minimum purchase price/valuation?

Sorry to bring this up again....
I'm trying to find lenders who will lend on a purchase price of £36k deposit of 25% therefore mortgage of £27k.
I have searched all over the net, with no luck!
My broker said the best she could do was £40k min purchase.
I'm also wondering if its possible in the worst case scenario to agree £40k for the purchase price, but for the vendor to pay my conveyancing and solicitors fees, valuation fee, mortgage product fee......Not sure if this is possible?
