Dudley Building Society - Useless!

Not often I do this, but I'm going to make an exception.
On 7/10/13, I "special deliveried" an application with all supporting docs to Dudley BS and it was received on 8 October. My accompanying letter specifically asked for the valuation to be instructed immediately as this was a newbuild case with a target completion date of 25/10/13.
On 14/10/13 I received an acknowledgment email asking a couple of questions (answered by return) and confirmed the issue of employer's references.
In my reply on 15/10/13 I pointed out that valuation was to be instructed immediately as I already had a DIP and case was urgent.
On 17/10/13 I once again pointed out that valuation was urgent and that no call for access had been received.
On 21/10/13 I called Dudley BS and they told me they were "just instructing the valuer" as they'd noticed I'd marked it as urgent. Applicant two told me employer's reference returned.
On 25/10/13 the valuation was done.
On 29/10/13 I called Dudley BS and they told me the valuation had been received and was awaiting approval.
On 01/11/13 I called Dudley Building Society and they told me they had not yet approved the valuation and could not tell me if they had all the other documentation returned.
On 5/11/13 Dudley Building Society told me they had now approved the valuation but were still awaiting the employer's reference for applicant two. See October 17th.
On 6/11/13 we got another copy of applicant two's employer's reference faxed to Dudley Building Society. DBS acknowledged receipt of it. I was told the case was now ready for offer and would be passed to the relevant team.
On 8/11/13, 11/11/13, 12/11/13 we have been told the case is ready to be offered, but they do not have enough staff to issue the offer. The latest reason was an "epidemic" which has struck the DY5 area of the West Midlands, leaving thousands incapacitated and unable to leave their homes.
FWIW I do not blame the staff tasked with trying to cope with their transition to dealing only with a limited panel of introducers who will carry out the processing tasks previously carried out by Dudley employees. I suspect this means redeployment and redundancy for some very capable people, not that they would mention it.
