I googled it ....
http://www.oetker.co.uk/oetker_uk/our_product_range/home_baking_range/colours__flavours/food_colours/sky_blue_gel_food_colour.html
Sky Blue Gel Food Colour
Sky Blue Gel Food Colour can be used to achieve baby blue or bright blue colours in cake, icing and dessert recipes.
The new gel format allows you to achieve pastel or vibrant colour with the easy to dose tube, drop by drop. Each tube can colour 24 bright cupcakes or 200 pastel cupcakes.
Unlike conventional liquid food colour, when the gel is added to the icing the icing remains unchanged… gone are the days of watery icing!
The range also includes Bright Red, Sunshine Yellow, Lime Green, Hot Pink, Ultra Violet, Neon Orange and Jet Black.
Available in 10g tubes.

I see absolutely no reason why you couldn't use the gel to write or paint on to the icing - but, be warned gel colourings are very very intense! think of it like a top quality watercolour paint - you only need very little and may need to water it down to get the colour you want.
I think I have seen them in Aldi - I know they do the Dr Oetker range.0 -
i bought this by mistake thinking it was writing icing once and it really isn't! It didn't keep a nice line it 'bled' and made a spidery mess on my biscuits and of course it stayed as a gel - it never dried. Not twigging why I let some kids use it to ice fairy cakes, all their lovely pictures merged into a marbled mess and it stained their faces awfully! I really wouldn't recommend it.0

oh - the one I used was ok! but, I did let the icing dry out (Royal Icing not fondant) - I didn't think then about the differences!0

ah I used it on (dry) glace and buttercream for my disasters0

I've tried it on fondant icing and even when the icing is dry it still "bleeds". If you're not very skilled at piping, I'd say the best bet is to get some of the writing icing like this http://www.mysupermarket.co.uk/Shopping/FindProducts.aspx?Query=writing+icing&Store=Sainsburys - on offer at Sainsbobs at the mo, £1.52 for 4 tubes.:)0

I don't think this is intended as icing itself, but used to colour icing. Like food colouring but in a gel format so that it's less messy (and they tend to be more concentrated so you use less - so icing isn't watered down or flavoured badly by the colouring)
If you want to buy something, buy the writing icing. If you already have it, you could use it to colour some royal icing and if you're really limited for equipment, turn some greaseproof paper or a sandwich bag into a piping bag.0
