Well I started a thread earlier about the missing ex and just thought I would update.. spoke to the CSA today and they have said that it will take 12-13 weeks before the change of circumstances can be lodged... and the change of circumstances being that seven months ago the ex stopped paying maintenance and went underground. I have informed them of where he is working but they still have not contacted his employers saying they have a procedure to go through.

Does anyone know what the procedure is? I think they should be issuing DEO's but all they have done is lodge it as a change of circumstances... aarrrgghhh does this mean after August some nine months later that I will be in the same situation as I was in December!!!! :rolleyes:

Lost the plot on the CSA person today.. Was informed I do not have a caseworker.. and if I was bovvered to go through to the Complaints Department...

The worse thing is I actually came off the phone and shouted at my two kids... frustrated and feeling guilty but that is what spending 30 minutes on the phone to the CSA does to you...

Debating on whether to jack the job, jack the mortgage and jack the country...

Anyway back to the DEO procedure - does anyone know whether they can go directly for this or whether this will be done after the 12 weeks are up?

The only good thing about today is ... I have a tin of beans in the cupboard!!

I am in the same boat and its been well over 2 years now. I have give up and ring occasionally when i am at my wits end, only to be told the same thing as before.

If you quit the country can we jump in your suitcase please?

Ok Something for me to admit to our regulars here.

I have two cases :rolleyes::eek: Shocking or what!

The main one I mention here is the first hub, who is self employed.

The second one ,which I do not mention, is salaried and was doing the job hopping thing for about 3 years...denied paternity, blah -de- blah.

But I got it sorted. Thing is I had his NI and ,as I wasn't getting a penny from him, got the case closed, waited 13 weeks and then re-opened it on CS2. This also transferred my other case over.

So, to answer your question and remember I was dealing with Cumnock at the time.

The COC should kick in immediately once you have informed them of it. Yes, it probably will take a few weeks to do, depending on the NRP's circumstances. As a comparison, I've put in for a COC with my first self employed hubs. It still hasn't been sorted yet as he hasn't submitted any later year end accounts since when he was re-assessed in 04.

However, your ex is salaried as is my other ex.

They are basically telling you a load of crap.Like I explained my ex was job hopping, but every time he did it, I got on to them and they traced him through his NI.

Each DEO was transferred over immediately and each DEO kicked in about a month later. Therefore they can do it. You do need to get a CRO on your case.

As for shouting at your kids. I understand how frustrated and annoyed and irritating it is, but please try not to take it out on your kids. They are lovely and adorable and they haven't done anything for you to shout at them.

It's best if you power walk round the house, go upstairs, take 5 mins alone in your bedroom, anything, until you calm down.

I don't know how old your kiddies are, but can you contact the CSA when they are at school or something? It's also a good idea to have special CSA days...say 2 per week...when you can concentrate and give the CSA hell.

Thanks for your responses.. the kids are 2 and 3.. so just babies but it was the pressure of trying to explain to someone when half an hour later I was no further forward and the kids playing up and then I lost it.. the trouble is I just come over all agitated and ring sporadically and get nowhere have a big crisis over it and then give up..

It just doesn't make sense but the trouble with my case is he was in employment and left and didn't inform them I then found out his employment and informed them which made it a COC although they do not have an address for him and now well it seems that I will not get anywhere until the 12-13 weeks are up bringing it to the beginning of August and that is so frustrating.. however I have taken your advice and will ring up and get a CRO tomorrow but then that will probably delay everything as it will then go to another department..

By the time it is sorted he will no doubt have left the employment but fingers crossed he hasn't. I got home to more bills today and just felt like the world was caving in.. better now the kids have gone down, had a blub and read your replies...

I just cannot believe how slow an organisation can be.. I have always had problems with the CSA and it ran smoothly for a couple of months and now this.. what upsets me as well is he will try every trick in the book ... did the paternity thing they both came back as his and now obviously he has decided to just stop paying etc.. aarrggghhh.

Also from the maintenance that he has paid me I have saved some into separate accounts for the kids so that they can have something when they are older.. it's not a fortune but something only now I am so angry that I may have to dip into it to survive to run the car so that I can get to work.

People think it is easy being a single parent and you read all the reports about it being in favour of them but it is bleeding hard work.. all my money goes in one hand and out the other and then to top it off I have no social life as I have to rely on support so that I can work and by doing that lose all my babysitting credit.

I would probably be better off claiming benefits but I don't want to do that even though I am having a bad bad day and it seems inviting. God only knows what will happen when I have to re-mortgage next year.. that is when I will be really up the creek..

On what grounds are they telling you they have to wait for 12- 13 weeks to do anything? If they have an employment address then that is all they need under CS2. If it is CS1 then they can do the COc with just one change - his employment but they may be wanting to do a whole change of circs thing which will take time if he has moved home and he hasn't notified them where he is - they will have to do a trace, but there is nothing stopping them contacting his employer and asking him what his address is - or sending him a CSA5 via his employer to complete. Failure to complete it can result in prosecution.

They have spent the last two years trying to trace my ex. I have provided as much information as I can and still nothing is being done. Surely they need to find staff that can come in and clear all the mess up because they obviously have major problems.

The Change of Circs team have a timeframe of 12-13 weeks to do the work from when they recieved notification of the change. It doesn't mean it will take 13 weeks. Keep hounding!!

Ok.. I rang them today ended up after hanging on forever and the lady on the other end popping back in saying "Are you still there" to be told it is being dealt with in the back office. I asked to speak to a Supervisor who then proceeded to tell me that despite my telephone call in January the matter did not get to the COC until the 27th April and that a few weeks ago they sent a letter to his old address a procedure they have to follow. She said she would find me a caseworker and get them to call me straight back... no response.

I rang up the National Helpline and explained the situation and was told to go to ICE and also my MP. They also said Bolton was an outside Agency and that they were rubbish and to tell the ICE that.

Now if I do this will this mean the file will go to another department thereby stopping the procedure in its steps putting me back months or shall I just keep plodding on with Bolton who seriously do not care. Any suggestions?

Does the fact that he have a CS1 case and my case which is CS2 mean they will do the full cirs change thing which will delay everything anyway?

At my wits end.. came home to my tax renewal form no tax no work.. gave the kids marmite on toast for tea and will have to do some form of food shopping tomorrow..

Why is everything so bloody complicated.. and what an awful way to have to bring kids up .. arrgghhh.. thanks for listening guys I feel better for having you...!!

Don't go to ICE, go straight to the Parliamentary Ombudsman. You will have to write a letter of complaint to Cheif Executive via your MP first, unless you have already got a letter back in the past six months.

It will take time, but so will ICE.

If you are on CS2, why hasn't he been migrated on to it?

Mind you, if it's Bolton...

Crikey.. Sensemaya I have just pm'd you to tell you that I went to ICE and then I re-read what you said in that last one and you said "Don't go to ICE". DOH..

I should have read it better I guess anyway I will let you know how I get on. ICE apparently lodge the complaint and ask them to respond within eight weeks so I guess I will just have to see.

Where I work when someone rings with a problem I would love to have eight weeks in which to sort it out..

I'm not in your position fortunately as my son is 23 but i'm actually about to quit the country and move abroad, I've have an empty suitcase i can take . Who wants a raffle ticket. Seriously though the way this country is going is terrible it doesn't look after its own anymore. I wonder if those who are migrating to the UK now if they will be emigrating elsewhere in 15 years. It's no wonder so many thousands a day are leaving for other countries. I wish you luck with the problems you are having.
