Suspension from work

Hubby was suspended over 3 weeks ago (its 4 weeks Friday) and we are still in limbo. An investigatory meeting was done with him 12 days after the suspension and he received a phone call one week later saying it was being passed along the line for the next stage. When told this he asked for copies of all paperwork and a copy of the disciplinary procedure - we are still waiting for this.
The ACAS website says that it should be dealt with in a timely manner what would you consider to be excessive?
He is fighting for his job but the time being taken is taking its toll as he suffers with his nerves as it is. He is not in the union but does have over five years service. Any help/advice would be greatly appreciated.

It's not in the company's interest to be paying him to sit at home, so doubtless it will be done as soon as possible. Also think of it this way - if it should come to a point of dismissal, every week's wages is precious, so you're benefiting from that perspective.0
