Who to chose as references

So I done the "honourable" thing and quit the outbound telesales job, sad realisation kicked in it was just as bad as the last position and I couldn't make it work, could not bear the sadness another 3 months down the line either when they would say bye through it has chipped away at me and I'm beginning to doubt myself

Though I must have been on something last week, because as one door shut, another opened... been accepted for inbound telesales for an insurance broker so least it is warm leads and everyone needs travel insurance and I think I need an Anne Robinson type boss, not these fluffy types anymore

Problem being, (DRO ok'd) I need 2 references and kind of been given the choice to pick  them (oh dear me with my dodgy temp jobs!) one I definitely intend to be last known 'paid me' employer, the other I'm a little stumped prior to last I only had an assignment lasting 4 weeks so not sure that is appropriate?

Other options include a hotel one of 5 years my longest held position (but corporate chain and when I left 2012 my manager said any refs would go via HR as 'Anne Robinson the 1st' was "deemed employee of company" that's how I was told) though later it got confusing as began to sound like hotel just started given ones direct, then there is the care work ones may be more appropriate I'm thinking, given the age range of the clientele I'm going to be dealing with - but then I've heard mixed bag on what they say but that I was good with the people I looked after, although must say I've never had a job offer refused on grounds of references

In other interviews attended, it had got that the temp jobs weren't doing me much of a favour but they still cover gaps even if I'm not entitled to references? as I understand it
