Has anybody seen this today?

According to the airport management although the roads are privately owned they are regarded as being the queens highway in legislation.
Anyone heard of that before?
If true that would surely mean that PoFA doesn't apply and so no registered keeper liability exists.
How it can be a security issue is beyond me. No one asks you to move on they just sneak up behind you and take your picture. If you were happy to collect multiple PCN's you could park wherever at will but somehow sending you an invoice through the post increases security!
Best wishes

Sorry to keep commenting on my own thread but if you got to Humberside Airport web page they warn you that you may be "fined" and yet it's VCS that patrol there!0

You're sort of right - I think you'll find that the byelaws will allow the laws on drink driving, dangerous driving etc to be enforced on the relevant private roads and also have provision for parking and obstruction (all very sensible and reasonable). However, it's the existence of the byelaws that mean that airports are not "relevant land" for the purposes of POFA rather than the roads being treated like normal public highways.
There are several threads on the subject here and on PePiPoo - especially intriguing is the apparent non-availability of the byelaws for Liverpool John Lennon Airport for public inspection.0 -
“The Airport Act 1986, section 65, states the road network at private
airports are the same as the highway.
Interesting. Can anyone be bothered to read the Act?!
We do already say in POPLA appeals that Airport land isn't 'relevant land' under POFA 2012.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Looks like from their statement Humberside management would agree it's not relevant land.
All of this nonsence could be avoided at airports by offering say an hours free parking for drop off pick up. 15 minutes isn't enough as how can anyone judge how long it takes a passenger to exit an airport once the plane has landed? The clue of course is at the end of the article "we are of course a commercial organisation" So maybe you're paid 25k per year plus a percentage of each ticket paid then?
