Mortgage for residential permit holder

My brother in law who is married to my sister (a British subject) .they have a son together. He has a uk residential permit which last for two years after which he can be entitled leave to remain.
He has a very good job – Can he get a first time residential mortgage on a residential permit? He also realised that he has a single default on his credit file from T mobile for £500 registered Oct 2010. He will settle this straight away.
Please let me know if it's doable and I will pm one of the good mortgage brokers on this site to see if they can help get the mortgage
