Yes, the indication being that he earns from employment more than he would receive in JSA, so your argument that he is worse off working can't be proved, as we can deduce that he's earning somewhere between £72 and £98: I don't think it would need to be a great deal more than the bottom end to be better off overall through working.
And I think you misuderstand the NI Lower Earnings Limit (currently £109 per week), which applies to each job separately rather than a combination of all earnings, so as we know neither job pays more than £50 per week each is well below the LEL.0
