    Post it here in this thread, you will get more (and quicker) feedback that way. These complaints aren't rare and there are numerous variations of them kicking around on this forum already - so REMOVE ANY PERSONAL INFORMATION FIRST and put them below and the regulars will give you feedback..

    Normally I might be OK to spend time on a pm like this but not these last few weeks, sorry. I have had a close bereavement and have too much on my plate to also help individually by pm. I realise you wouldn't know this, and am sorry not to be able to do more than post here regularly right now.

    Not a problem. I'm terribly sorry for your bereavement and thank you for everything you've helped me with so far.

    I would like to file an official complaint against SIP Manchester.

    I have recently (October 2013 - Please see attached letters) received a Notice to Owner from SIP in Manchester. It refers to an alleged parking event from October 2012 and so it almost a year out of date, and not within the time-scales specified in POFA 2012.

    In this Notice to Owner SIP have cited the POFA 2012, but the notice has no information about POPLA or appeals process.

    I believe SIP should receive sanction points for this as this is a clear non-compliance of the Code of Practice outlined by the BPA.

    I think I might need to add more stuff to address the DVLA but I'm struggling as I don't think the sanction points part applies to them. Could anyone offer some assistance?

    EDIT: I've just asked RK to write words similar to the ones above and they've said that there was an additional document with the NTO on the claims process (I'd only asked for the letter!). This was only included in one of the letters received, but I'm not sure if that would still be grounds for complaint. Does this mean we can appeal via POPLA?

    Sounds like it is worth sending appeal as well if the late NTK offered an 'appeal'!

    I would also send the complaint to the BPA and DVLA and the only extra thing I would ask the DVLA is 'Also, DVLA please advise, when was my data given to SIP, because the date of data provision will tell me whether SIP have breached the BPA CoP, or POFA 2012, or both. Please reply within seven days and I am not expected to pay for this information, as I am the keeper of the vehicle I am asking about.'

  • Okay, so I'll send the complaint letter to SIP for the NTK being too late. Do we appeal under the same grounds? Or do we appeal the original parking event, I no longer have the tickets as I moved house and can't for the life of me find them.

    Just an update. We've sent the complaint email to the BPA and DVLA pointing out the ridiculously late NTK with a request for when RKs data was obtained (along with copies of the letters received)

    Then sent out a letter, similar to the one on the first page (just putting less focus on the lack of appeals process), to SIP themselves. RK grabbed proof of postage for this letter as well, just in case.

    I will update you all as soon as we receive a response from SIP.

    Thanks for all your help so far guys :) it's hugely appreciated!

    EDIT: Caught up with the RK this evening. BPA have already responded and said they'd open an investigation :)

    Another update from me. BPA got in touch to say they'd investigated and SIP have agreed to waive the PCN (and will be in touch to confirm this). A huge thank you to everyone for your guidance and assistance. You have been amazing and I can't express how pleased I am.

    Thanks again. I hope this gives some hope to people who may be in a similar position.

    So it looks like the BPA's disciplinary system will kick in by loudly tut tuing at SIP and possibly wagging their finger at them.
    From the Plain Language Commission:

    "The BPA has surely become one of the most socially dangerous organisations in the UK"
