Help! British Gas owe us £££'s!

I have been paying two electricity bills for FOUR YEARS! i have many times rung British Gas to ask why I have two customer numbers and paying so much for my electricity compared to my neighbours. They asked if I had a swimming pool, a flat, an annexe, a business... no I have a very small modern two bedroomed semi!
My high electricity bills have got me into debt and have caused many family fallouts where I've had to ask for help from my parents and they didn't believe I wasn't using any electricity! My Mum helped me out at the end of May paying over £400 and when I got another bill in July for the same my Mum got involved. British Gas told her it was the housing association who set up the meters so to get them to sort it. The housing association were told by British Gas that I was paying business rates and entitled to a large refund and to ring them myself immediately to arrange a refund. I of course rung and was told something different. This was in July. Me and my Mum have had many many attempts at sorting this via telephone to be told something different every time! Doing our own research we find we have an Economy 10 meter which British Gas do not support! Why couldn't they tell us this? So, we wrote to them asking for this matter to be resolved as we have been paying high double bills for the 4 years and we have finally heard back from them:
''It’s true, we don’t support an economy ten metered supply, but in each case we always make the customer aware via what we call a Best Fit tariff letter, as you may consequently end up paying more by being supplied by British Gas. Our records show that a letter was sent confirming this on 29 April 2010.
Also on 18 August 2010, we advised you to consider switching your supply to another provider that would support your economy ten supply.'' .....and no refund at all! Oh apart from a good will gesture of 10% off our current outstanding bill!
I don't recall seeing such a letter but have suffered from depression as a result of the debt I have got myself in. I admit to being in such a state of not opening letters.
We have of course contacted the Ombudsman to be told as we made phone calls back in 2010 asking why our bill was so high that the complaint was too old so there is nothing we can do! Is this so? We didn't complain in writing and didn't complain as such, just kept asking why we had two bills and why they were so high. At the moment I still owe nearly £400 for the summer quarter! Now a single Mum and one 4 year old boy with no computer, electronic games etc, just a fridge/freezer and a TV! Anyone else have a £400 summer bill?

To cut a long story short, you need to leave BG pronto. I have no idea who support e10 meters anymore, at a guess Scottish Power, they can clarify.0
