If the NRP has run up CSA debt by not paying, can they offer to pay the PWC direct to pay it off or would it be best to go through the CSA still?
And once the debt is paid off, can the parents do a private arrangement for the rest of the time?

If the two parties have a good relationship but there are debts then they can still go to a direct arrangement (assuming the debts are to the PWC, not the Secretary Of State) - the CSA would suspend the debt. The onus would then be on the NRP/PWC to contact the CSA to let them know that the outstanding amount had been paid off, to enable the CSA to adjust the figures from their system.
One thing to be careful of in a private arrangement would be to get evidence of all payments made during the period of direct pay.0 -
For the love of god if your going to pay arrears to the pwc get her/him to sign somthing to that effect, or if done by bank some form of evidence of this, My advice would be simply clear them off through the agency, it takes the same amount of time to do and there would be no questions afterwards.0
