Stamp duty reclaim for disadvantage area

Hi I've just heard about stamp duty reclaim to an disadvantage area. I brought a new build which is under a disadvantage area and paid stamp duty of £1300. I rang the stamp duty office about this twice and they said yes on both occasion.so I paid £50 to my solicitor to get the document and sent all the stuff off.i rang he stamp duty office again to see if they have my documents and now they are saying no I can't reclaim that far back .they can't tell if they have my documents and probably won't respond to my letter. Can I do anything? Will I get a refund if my stamp duty. Their website says I can as long as I do it before April 2014. Please help I'm do confused.
